Am I being detained?

Today, I realized I've been acting very paranoid lately. I was mugged a few weeks ago, so I've been nervous. I've been holding my hands in my pockets and looking around on my way outside from work. Apparently, that's grounds to arrest someone under suspicion of carrying a concealed weapon. FML

No its not grounds to arrest someone. It is enough reasonable suspicion to detain someone to investigate, which happened to you. You didn't get arrested, I'm assuming, since you didn't have a weapon, right? Get your shit straight.

ok everyone i was robbed and shot by a druggie. everytime i see a black guy coming near me i get nervous. i dont want to be this way. i also have a chl and carry a glock 37 in case i get attacked by a bear or lion.

What would you have preferred them to say? Would it have been better if they dropped everything they have to do to attend to your problems? Maybe they're a few hundred dollars short this month, so either the bill on their second mortgage or their electricity will go unpaid this month? Or maybe their son or daughter is fighting in Afghanistan and they were severely injured and were sitting in a military medical hospital with little chance of survival? Everybody has shit to deal with. Your neighbors were right. Shit happens. Go to them to ask for help if you want, but they have every right to deny you help because guess what maybe they need to tackle their own shit first. It's selfish to demand anything from them that they don't owe you.

In NY you can be stopped by Police for a suspicious bulge/object. That is reasonable suspicion. A police officer has to have probable cause to make an arrest. Probable cause means that there is evidence enough to show that a crime is about to be committed or has been committed. No weapon, no crime. So you probably felt arrested, but you were detained and question and a stop, question and frisk report worksheet was filled out. PD344-151a (rev. 11-02)
