Friend, unless you know this beautiful Russian woman in real life, you need to cancel your credit cards because that's a scammer. Also, get a divorce and go find someone worth falling in love with. But make sure you don't give credit card info to hot girls online. It doesn't end well.
Maybe you ought to go to hang out with the dudes working at the Internet cafe in Lagos. That's who "she" really is.
"in which my partner won't touch me or tell me she loves me" - other woman or not, you should seriously consider ending this if it doesn't make you happy. being alone is better than being with the wrong person.
Likeliness of scamming aside, genuine question: what, exactly, are you getting out of your current relationship? Because if you’re this miserable, it might be best to call time of death and move on.
It's sad that some says "beautiful Russian woman" and most immediately think catfish. Russia is pretty big surely they're more "beautiful Russian woman" than their are catfish right?

Definently a scammer. That person is not who you think they are. I work at a bank and I see this all the time.
