This rule applies to everyone. Much like "speak when you're spoken to", but focused on not being aware other people can also be bilingual.
Never assume the people around you cannot understand what you say, no matter what language you use or where you are.
You can't really be sure who does and does not speak your native language. A surprising number of people speak Douchebagish as a first or second language.
