Rip, sleep...but still nicely ask him to try to fix it as it is affecting you. Its not impossible cause my dad had a similar problem and got it fixed through some voice exercise thing. Or spend some money on soundproof windows/ fix any cracks in the house. Hopefully you live in a house and not an apartment.

Maybe you could play loud music and when he complains tell him this is your normal listening volume you use to drown him out.

My housemate is exactly like this, he's shouting down the phone any and every hour of the day or night in his native language. He also slams doors, stomps about like an elephant (I'm on the ground floor and he's in the room directly above me on the first floor so it's REALLY loud) and makes really disgusting retching/coughing noises every morning that wakes me up. Wish I could move out but can't afford my own place yet >< I feel your pain OP, hopefully you have a short lease and can move out soon? Or perhaps invest in some earplugs for the time being, I've found they do help with the majority of noise.

Just start talking as loud as he does. He might see how annoying it is and then quiet down.
