Today, after a week of my new neighbor constantly yelling in his native language, I finally complained about the noise. Turns out that's just his normal talking voice. Goodbye sleep. FML

Maybe you could play loud music and when he complains tell him this is your normal listening volume you use to drown him out.

Rip, sleep...but still nicely ask him to try to fix it as it is affecting you. Its not impossible cause my dad had a similar problem and got it fixed through some voice exercise thing. Or spend some money on soundproof windows/ fix any cracks in the house. Hopefully you live in a house and not an apartment.

Maybe he is hard of hearing. People tend to yell when they can't hear well.

OP, your neighbor clearly suffers from voice immodulation. Have some compassion for your neighbor and the hundreds of people who are stricken with this horrible and debilitating affliction.

same with my grandpa! I go upstairs to my room and shut the door and start watching Netflix on 100 volume and I can still hear him downstairs. Yelling is just how he talks.

Loud music all day whether your home.or not just blast that shit.. then tell him your half deaf so that's the normal volume.
