Go after the contractor hard.
First, I'd check to see if this comes under the Environment Agency on health and safety, if it does then they're real heavy hitters with the legal stuff. Second, get yourself a no win no fee lawyer and sue the absolute shit out of the construction company for substandard and dangerous build quality as well as everything else you can get to stick. I've seen a fair few stories like yours and when it's clearly a build **** up, especially one they were aware of and signed off on, the constitution company tends to be liable for all remedial works. You just have to fight for it. So gird thy loins, channel Granny Weatherwax, cry Havock and go after the bastards with everything you've got. Including your local paper. The more people who know that they need to check their build quality, the more problems will be found and the more it'll cost the construction company. Especially if it's standard bullshit across all their builds and you can get a nice class action going...
