I understand it can be offsetting when you find out people in your life have kinks or desires that do not stick with what we are told as a society. I would also be annoyed because I think its disgusting when people try to borrow my underwear. My sister always used to try that, until I padlocked my underwear drawer. However, you need to talk to your brother, lay down some limits, and tell him he is not allowed to touch your clothes but if he feels like he is into cross-dressing then you would be happy to shop with him.

I would definitely be creeped out if someone of any sex was wearing my underwear/lingerie. But try not to judge him based on any interest he has in women's underwear. If it makes him happy, he should wear it....as long as he, you know, starts getting his own.
