You might have heard of this thing called empaty. Some people have it.

You should definitely tell the IT dept. Even if you do it anonymously. The main thing is time may be of the essence and you don't want this on your concience. Also YDI.
You just screwed someone over and became their worst enemy.
Hopefully they should have backed it up somewhere as someone else said, and speak to IT, might be recoverable. They may have handed it in already. It sucks for both of you :/ mistakes happen
How did you not realize when going through the files that they didn't belong to you? How did you not notice the political science paper at any point before deleting it? Despite your inattention, hopefully the student files are backed up for cases like these. call the head of IT/Technology at your school as soon as possible
There are programs you can download to recover deleted files, you could try that
