It's hard to say who's at fault here. I know when my best friends got married, they were very selective on who they invited as they wanted a relatively small wedding (I think 72 invitations were sent total) with close relatives and friends. Especially now during this recession, they weren't going to pay for someone's partner who they didn't even know. Partners that did get invited to the wedding were mutual friends with either the bride, the groom, or both. Your boyfriend could've come up with a better excuse though if it was indeed out of his hands.
