Today, I witnessed some greasy twat trying to chat a girl up by negging her, which is basically insulting a woman to lower her self-esteem so she's more likely to put out. "Goddamn negger", I muttered. "The fuck did you just say?!" yelled a black guy standing beside me. FML

'Negging' and 'negger' are not new terms; negging is a pickup technique (No idea why it works- low self-esteem, maybe? I've had it tried on me, and found it really rude!) where you give backhanded compliments, or point out something negative about the person you're picking up.

For some reason I think OP is English or something similar. "Negger" just sounds like it to me personally. Maybe that's just because I've never heard the term.
