Some times "the talk" needs to happen sooner than you'd expect.
I was babysitting my friend's 9 month old for a few days and a few times when i changed his diaper and wiped him clean he got an erection. its totally normal, just have a talk with him about privacy and not using your phone considering it can land you in a lot of trouble for a simple misunderstanding.

So despite what a few people have said, childhood masturbation is apparently not all that uncommon. Not all kids do it but apparently a surprisingly high number do. They don't necessarily realise it's "sexual", just that it feels good. Speak with you child's doctor if you are worried. Then speak with your child about boundaries and privacy. Humans are complex creatures and that includes our young. There is no point in pretending all kids are innocent snowflakes who don't touch themselves.
