Uhm, I've had a myriad of pets. From rats, ferrets, to dogs, cats, and birds - haven't had fish though. Every single one of my pets I was able to let loose in my house and not worry. I even had the rats and ferrets trained so that when they had to go they'd scramble back into their cage, then meander back out again. Rats make amazing pets, actually. I prefer them over hamsters and Guenna pigs. (People have pet mice too, are you going to call them failures for having any kind of rodent pet and not keeping them locked up in a tiny cage?)
Lots of people have pet rats, and yes they do let them loose in their homes. I've never had a pet rat, but I've had plenty of hamsters that I used to let scurry around the house. What's so wrong about that? It's not like they're monkeys.
Id let a monky loos in my house before a rat. Id train it to fling poo at burglers also :)
Why rats???
There are many reasons to own rats: they are easy to look after; cute; affordable; smarter than dogs (they won't associate a bell with food if the bell is used just before feedings and at random times though dogs will always think food will come); easily portable; don't often bite; very friendly; very affectionate; can feed them pretty much anything healthy e.g. bananas, apples, seeds.
Who doesn't use a question mark? Also, who doesn't understand that rats an be pets as well as tarantulas, and snakes? You have issues.
Sounds like you have some issues you need to iron out.

Those rats were obviously pets because of their harnesses. I have never seen a sewer rat or any other kind wearing a harness. Very rude of your dad.
