All phones can be reset to factory default. On iPhone it's a matter of connecting it to iTunes on your computer and on Android it's usually a combination of holding power and volume down and following to steps to reset it. It's an inconvenience, but you can fix it yourself relatively quickly.
If I understand correctly, the problem is a faulty update of the operating system on the smartphone. Thus, you're right (it's easy to hard reset the phone), but it won't help in this case, because it will only remove installed additional software like apps, but not the update itself.

you got a lgg4?
That... Really sounds like it should be fixed by the manufacturer, if you mean it's an error in X out however many phones of that type were made. Either way, this sounds fishy and like you should be able to get help from the company for this.
Probably an iPhone.
Well at least Apple has worldwide support.
They don't have support for China or most of South America yet.
Go back to the phone store where you got it and have them replace it
It sounds like he had to order it special because it wasn't stocked at a local store. However, he should be able to go the carrier and have it reloaded with a compatible version of Android. Yes it's an Android device and not an iPhone because iOS updates aren't device discriminatory. If it's a supported version of the iPhone then the iOS update won't brick it. However, Android is very device dependent and you can easily install a version that your device doesn't support.
The phone I got was the LG Nexus 5X. Only on a few devices does the android 7.0 update ruin the phone. Google is aware of the hardware error but has no official fix other than returning it and getting a new one. Factory reset will wipe the data I have on the device, but it does not revert my OS update, it only gives me a clean version of android 7.0 (which is why it is broken). There are third party programs that allow me to edit the data and OS on the device, but I would need to enable developer access to the USBC port, which is impossible because I cannot get past the startup screen. For all the hassle of trying to fix it, I would still be left with a device that is running android 6.0, which is not what I paid for. In the end, I just sent the phone back for a replacement.
