Pneumonia is an infection of the lungs and/or bronchial airways. It cannot be contracted by being in the cold. Even so, it's cured by simple antibiotics, so it's still cheaper than a heating bill.
People have survived the harsh cold in the past, op will be fine.

#20 define people. I mean I live in Canada so I would probably manage but for people living in Miami it's a different story. They could still manage maybe but it'd be all the more uncomfortable.
The cost of the pipes freezing and bursting would also be similarly high. (And actually IS a result of the cold.) I don't know what the temp is in Oregon, but the midwest is hitting the coldest temps in years, with our high today being a -8 F. If someone is stupid enough to leave their heat off, they're in for a mess of water when it warms up!

I haven't lived in a place with heat in ten years. I've woken up to see my own breath in my bedroom several times in the last two weeks. It hasn't been snowing here, but it is in the 20s. Coldest ever was 10 degrees. Just layer up and until you can pay your own electric bill, move out, or get a space heater, suck it up.
