That is behavior that shouldn't be encouraged just because the foster parents are abusive. Good for you for standing up and those people that are allowing that behavior are enabling the bully's behavior and their telling the bully it's ok to do these things so when this bully has a girlfriend/boyfriend it'll be ok to bully them and abuse them too? Nope that enabling needs to stop along with the pitty from the victims feel and your other peers in school

If the whole school knows his foster family is terrible (and by that I am assuming you mean abusive in some way) why hasn't anyone turned them in? It will continue with the next child if no one puts a stop to it.
You're not. His foster parents need to be dealt with, and he needs a better home. If you don't want to do it yourself, ask your own parents to call CPS.
