He doesn't want an open relationship. He wants a harem. Honestly I would not be surprised if he had already enacted the "open relationship" and just wants to absolve himself of any guilt.

I have a couple of friends that are in open relationships. One of them works well. The other one has the woman basically forced to help her husband find someone to sleep with while she has to find someone on her own. I tell her that her husband is basically just asking her to help him sleep around. That's just me though. I wouldn't want an open relationship. I like "belonging" to one person. FYL, Op.
