don't unscrew the bulb, just throw the fuse, that way he's completely powerless
remove the bulb.. simple solution.

Next time he does that take his phone or remote, whatever does the light thing, and casually through it out the window on to incoming traffic. This is the point where you quietly chuckle to yourself and slowly and calmly walk back to bed and go to sleep as if nothing had happened.
Go up to him, tell him you can't sleep because of his assholery tell your mom aswell and if that doesn't work smash the bulbs (or just unscrew them)

Change your codes lock him out of the system
Take control of the wifi, change its password. Use mac-filter and block Dad's mac-address by finding its mac-address from DHCP client list, simple :D
unplug the router or system control hub, block his ip on the router and hub. or reset control hub , download hub app and login and let revenge ensue.

Every time he does it go to the main circuit breaker and flip it, then go back to bed. All power in the house will be out, he will have to get up to turn it on and reset all the flashing clocks, he will very quickly get sick of doing it. No damage done and though there may be an argument involved he can't claim the moral high ground.
