I'm guessing few of the previous commentors have had much experience in dealing with bureaucratic red tape. The government doesn't often "understand" such things.

Why assume they were throwing a tantrum. Those documents have personal/private information on them and should be shredded/ torn up before being thrown away. The OP thought they were rejected and no longer needed the documents so they got rid of them. There may have been no tantrum involved.
It's easy to assume op threw a tantrum. If op thought they didn't need the documents they probably would have added "I tore up my documents b/c I thought I no longer needed them" or something of the sort. And if it been for that reason, it wouldn't be an fml b/c it would have been understandable.
No, it would still be an FML because they would still be in the unfortunate position of having to recompile all of the paperwork.
