HOAs suck

By really? - This FML is from back in 2015 but it's good stuff - United States

Today, I got a notice from the housing association, if I don't water my lawn I will be charged a $150 fine. Yet if I do water my lawn the city with charge me a $150 fine because of the drought. FML

Report the housing association to the city? They probably can't be telling people to do that right now.

Contact the association and ask them to come out and turn your water on for two minutes then turn it off

Never had to deal with HOA but I would write a letter to the head and tell them if they don't stop with the threat to fine then you will report them to the city for trying to force you to water in the middle of a drought. Not sure if the threat would work but it could be worth a shot.

Dont water it. HOA should have put a temp ban on fines for grass during a drought.

We also had water restrictions a few years ago. Try connecting an old hosepipe from the shower/bath outlet to the lawn. It works.
