Just go to the landlord or management of the building and complain, they'll find the culprit for you and get them to stop

Call 911 from a pay phone ..tell them that u heard multiple gun shots at ur neighbor's apartment and u heard a lady screaming lol.. nah just call 911 and file a complain for disturbance :)

Use that as a change of exercise unless it's too constant...or wear ear plugs or maybe have some music to cover what you can...
