A very similar situation happened to my mother when my step dad passed away. She is a very strong woman who never shows emotion and it took her having a mental breakdown over the phone with Visa just to get the situation handled because they were just refusing to listen.
From everything I heard you don't have to pay off the credit cards of a deceased family member. When my dad died he had a lot of credit card debt and our lawyer just said ignore it. The credit companies still called a few times but they were referred to our lawyer who fixed everything. Apparently, they don't have to stop until you tell them to and they can trick you into paying it saying you have to pay it and even take your money and it's not illegal.

If they don't want to help you, then don't pay the bill. Ignore them.
