It really, really depends on the circumstances. There are cases where it is illegal, but most of other time it isn't.
I am sorry you were swindled. When someone normally “out of your league” expresses a sudden romantic interest (even a former lover) the interest is almost always financial. There are always appropriate levels of trust for everything: Trust a stranger to meet you in a public place in the daytime. Trust a friend or former lover re-ignited with your feelings. Trust a relative or very close friend with a small loan if you can afford to lose it. Trust no one with your lifetime savings!
