Actually if he did that then that means he is scared to show his feelings for you! So he loves you too
I really don't think she should break up with him because he was caught off gaurd. He handled it like a child but it doesn't mean she should just break up with him.

This is a tough one, many people don't know when to express this kind of thing, I dated a girl I really liked for 6 months and neither of us said it as it seems like a scary thing to hear too soon and besides I think such an expression should be taken seriously, especially due to the hugely watered down significance of the word 'love' in modern society.. I may have left it too long as we broke up soon after and truthfully I was starting to fall for her.. Some people just can't handle it and it can become very disruptive whether it is said or not.. Good luck with it anyway
Did he say he loved you prior? And were you guys dating for a good amount of time? (Three months for high school because it probably won't make it a year, and six months for adults).
