Eh not exactly. Some managers just have it out for people who they don't like. Could also be trying to get him to quit to open up the position for a family member. If he quits there's no severance/unemployment. If he's fired the company could owe him lots of money.

Don't quit, they're trying to avoid paying you unemployment!!
In some countries that would be deemed constructive dismissal. In the U.K at the moment there is a section of the civil service. where I know a few people who work there, where the high ups are doing everything they can to make it an unwelcoming workplace so the long term staff members will quit before they reform and sack a few thousand of them. If they quit they do not have to give redundancy payments
My employer is trying to do the same. If he doesn't want you to work there anymore, he just cuts your hours so you have to quit. I haven't worked in 3 weeks because of this.
Screw up so much they fire you, but not so much they can deny you unemployment.
