I can understand the inconvinience this means to you. Many peaople need to please keep in mind that they're doing it becuase it's their job and not specifically to annoy you. If this is a long-term project and there are no noise regulation laws in your area I'd recommend buying ear plugs because they won't stop.
Doesn't matter how long the project goes on for, there are still noise ordinance laws and they shouldn't be working on it at 11:30 at night when most people are sleeping. It would be obvious this would disturb many people and these construction workers are being jerks by working on something that causes a lot of noise and disturbance so late at night.
My family and I used to live in a crap town neighborhood on a highway. The only time the road construction people could get their work done with as little issues was at night. It was noisy as hell with bright ass lights to boot. They didn't care that little kids, including my three sisters were trying to sleep. Despite knowing about the construction, their teachers were still assholes about them being tired. It didn't bother me because I was a night owl who stayed up late and still got up and went to school. But not everyone can be like me. So a bunch of kids suffered.
It does matter how long it goes on, if it is just a few days you'll probably live through it without taking measures. My comment specified "... and there are no noise regulation laws" because obviously, if there are, OP could just report them to the police and be happy with it. I wouldn't define anyone as a jerk for doing their job even if it inconviences others unintentionally. They are working late to make their client happy, not to make OP sad. It just happens to be an unfortunate sideeffect.
They are jerks - and rude - for working on it at 11:30-ish at night. That's a very inconvient time to make a shit-ton of noise. I get annoyed with my landscapers (hired by the townhouse association) when they wake me up at 9 in the morning and they're being loud with all their power tools but I deal with it and close my window because it's actually an appropriate work time for that. These construction workers are working at an inappropriate time and I would talk to them first to see if they could not work at inappropriate times when many people are trying to sleep.
If there are noise ordinance laws, it doesn't matter why they're working late. If said work produces noise that is over the threshold, they are breaking the law. It doesn't matter if it's to make the client happy.
When you're tired enough you'll probably be able to sleep through the noise. Just do something else in the mean time. It's not like 8:30 is super early in the morning too. A lot of people are already up by then.
It's not that easy for everyone. Sure, you'll pass out eventually but that's not very restful. A few days of sleep deprivation isn't that bad but if it goes on longer than it can be very bad. Been there, done that, nearly had a psychotic break and I didn't even get a lousy t-shirt.
But a lot of people want to go to bed at 11:30 at night. And they're still working.
A few years ago, the city had to replace some sewer lines on my street. I work nights, so out was a very long two weeks. Earplugs only go so far when the crews are moving heavy machinery and such that can vibrate the floors and windows. I hope the project affecting you goes much more quickly, OP.
