Considering the text "She won't tell me what the requested format is", it's a fairly obvious guess he's already asked that question.

I wouldn't send her anything until I knew the format.
USPS the document to her. Registered mail (something she needs to sign). How are you asking her about which format? How is she replying? Is there another email address to send it to her? Ask what program she is trying to use to open it?
