Actually it is. I received a notice in the mail 2 weeks ago saying they'll renew my membership on the 25th and then bill me.

Mine automatically renews. Maybe OPs does too? It would explain why they had to call.
Go into to your local store and tell them what happened. If the person your talking to wont refund you , ask to talk to a manager. As a Costco employee myself, I can tell you that is not The usual protocol in handling membership refunds. Also it's in your membership agreement that if you are dissatisfied with your membership at any time, Costco will refund you.
