At this point, a lawyer specializing in employee rights is probably the way to go. HR MIGHT be able to help, but this doesn't sound like the type of thing that would happen in a company with competent HR.
HR works for the bosses, not the workers. They are the henchmen of the bosses.

I have a feeling your perception of cause-and-effect is wrong. They most likely demoted you and cut your pay for a reason you’re not telling us, and not because you complained of your reduced pay.
Sounds like you need to contact your labor board. I'm sure your boss will love that visit.
OP - What is the rest of the story? What was the reason given for the missing money from your check? What was the reason given for your demotion? Did you become belligerent about the missing money and is that why you got demoted?
