Your husband is probably an alcohol addict. Time to talk to him about, though I suggest looking up resources on how to do so before the actual conversation.

Well, now you know that if you want the bills paid, you have to do it yourself. (also, how are you not on the same insurance policy? I'd think you'd do that just for the multi-driver discount...)
