If they are going to mess you about as an interviewee then you can be sure they'll be a lot worse when you are an employee. Unless you really need the job I'd not go to the next interview.
I wouldn't give them the time of day for being so incredibly rude, whether or not they were testing you. I'm sure they wouldn't give you another chance if you kept them waiting for 45 minutes.

Come one OP it was just 45 mins! Get over it. I waited 9 hrs for a job interview once which i really needed and then didnt even get selected after giving a tremendous interview just because other candidates had contacts in the company. That's an FML.
