That happened to me, she was partying on boat while I was working on my day off, but I got my revenge. She had to come in on a day I had asked for off for a fund raiser. They tried to call me into replace her but she had to come in.

Ya, I was curious about this too. Op didn't have to work, he could've said he couldn't come in right? So I don't see why op is complaining if he chose to go in. At least he's getting paid. Now if op was somehow forced to come in, that's a different story, but I don't think they can force you to work on your day off right?
That sucks, but in the long run your boss will notice your hard work and consider your promotion prospects, while your party loving colleague will struggle to get anywhere, or even end up doing himself out of a job. Karma will bite him on the ass sooner or later.
