Are you sure he didn't accidently give the wrong test? Check the syllabus, does it say the stuff you have been learning the past 3 weeks?
Well I think the horrible grades it would be dropped...
No offense intended but that's why college classes have a syllabus. How did nobody realize you were learning the wrong stuff? Worse case scenario at least everyone in the class will agree and I'm guessing you have homework for those 3 weeks of class to verify it.
It depends on the case. When I was in calculus my teacher was the one who would write most of the final exam. This meant that while my class was very well prepared, students from other classes (whose teachers focused on other parts of the syllabus) had much more trouble. Perhaps his teacher gleaned over the test material, and focused on teaching stuff that really wasn't important. As is always the problem with FMLs, we don't have much information... was it a final exam? If not, did he assume the teacher would merely teach that part of the syllabus later in the session? Had the teacher briefly mentioned it, or not at all? Were all the other students prepared, and was he the only dumbass who messed things up? No way to know whether you're right unless there's a follow up :)

I may be speaking in hyperbole and I hope I don't go off on a tangent, but I think this is a sine that sumthing is wrong with how he functions as a teacher. Looking at it from another angle, obviously you can't count on him to teach you the right material. I hope he eats some humble pi and retires as he is clearly past his prime. Good luck.
