Try to form a relationship with your half sister. She's going to need an adult in her life.
Form a relationship and slowly subvert your sister against your father, having her slowly get more and more difficult and contradictory as she ages.
Absentee fathers seem far too common for how many people live on this planet :/ I personally only know of a handful of men who've actually stayed with their families for the entirety of their children's developing lives and well into their adulthood.
