So from the looks of it, he doesn't come over as much
So are you complaining about the water bill going down or that fact that SHE wants to smell nice for him, but not for anyone else. I would be happy a bill is going down considering that EVERYTHING is going up.

She saving water and money, and unless, the smell is bothering you, you don't need to worry. I haven't showered in two weeks, since I don't leave my house in the summer and I don't really have friends to come over. I don't leave my room that often except to get food, so it doesn't bother my family. We're teenagers, we're disgusting.

Two weeks without showering is inexcusable if you actually have the means to take a shower. Interacting with people or not there is no reason to allow the excess dirt and oils to build up on your skin. That's just asking for rashes, pimples, and other skin care issues. I can understand skipping a couple of days, I wouldn't, but I can understand it but no more than that. Have more respect for yourself and bathe. Plus I'll bet that you can't actually tell exactly how bad you smell right now and are probably failing to realize smells linger. The hallway you walk through, the bathroom you sat in, will all maintain that funk for a few minutes after you've passed through so your family probably is suffering a bit.
a) I believe its time to have a talk with your daughter about personal hygiene. b) I would not be complaining about a low water bill.
