Bollocks to them, if you haven't reported it stolen then you are screwed unless you tell them you sold it to some bloke in a pub and fake the documents...
#31, I recently found out there's a stub at the bottom of the title that when you sell/donate/etc you have to remove that stub and send it to the state. It basically tells them "The above vehicle is no longer mine"
If it was reported stole, do you still have to pay?
At least now you know where it is! Lol.
