All girls have upper lip hair. Those with darker hair generally have dark upper lip hair. Sometimes it's noticeable, sometimes it isn't.

14, you grab multiple hairs in the tweezers. Hurts like a bitch, but much more efficient.

Until the redness goes away, you can try this green cream stuff (I forget what it's actually called, but if you go to Sephora or any other makeup place they'll know what you're talking about). It helps eliminate redness on the face, I used to use it when my acne made my face really red.
