What kind of car is it?
I'll answer as much as i can... My dream car is a Scion FR-S. Not a Ferrari or anything but i love it and i worked hard to earn it. This happened at a building next to my job. My employees saw a guy make a 14-point parking job next to me and park at a crazy angle. He is the one who likely hit me while pulling out (that's what she said). The business won't tell me because they 'can't be 100% sure it was him.' Which i understand, but if i could find him, I could at least see if his car is damaged. That would show the truth. Tried to make a report, but sheriff's office just told me to fill out a report online to Highway Patrol, and they likely won't follow up. Only avenues left to me are to ask the business's landlord to pressure the guy for an answer (the landlord is the founder of the company i work for) or to ask a detective friend to help a little. Both are longshots. Probably just on the hook to pay for it. People suck.

Actually, this would not fall under obstruction of justice - and certainly not aiding and abetting. Obstruction of justice would require intent to subvert an investigation (such as providing false alibi), however the Fifth Amendment (right to remain silent) protects the business owner from any kind of prosecution - very simply, you don't have to provide statements or testimony to the police, whether you are a witness or a suspect, though you can't purposely lie to them or mislead them (note, there is a difference between not answering a question and lying). Beyond that, as others have mentioned or pointed out, the odds of getting the police involved in a "hit and run" investigation over a fender bender in a parking lot, without any injuries or serious damage, is practically nil. The only practical solution is to have a conversation with the business owner and convince him it is the right thing to do, and/or, you will ensure that the vehicle's owner does not learn where the information came from. Or you could go take a look at some of his regular customer's vehicles and see if any suffered damage/paint transfer from your vehicle.

Ok I'm not a law guru but I believe he has to say who did it as he is not supplying information of a crime. But hey as I said I'm no guru so I have no idea
