Finally, a comment I can agree with. We don't know the story of this woman. She might be homeless, might be recently unemployed and have 0 money for her water bill, the list goes on. Let's not treat her like a barbarian until we know the reason she had to do this.

Exactly. We have no idea what happened. Either way, at least she was trying to stay clean and not stink. I'd rather she had a sink bath than no bath.

I've had days at work where my deoderant just quit on me; sink-bathing was the only way to avoid fuming up the (badly ventilated) office.

Well, I'm taking a wild guess here, but maybe she spilled something on her top and was just cleaning it up. I'd rather be caught washing myself in the restroom than feeling something sticky in my skin, like soda for example.
