Having worked at Wal-Mart once, I can say that this accurately shows how they treat their employees. I find it disgusting, and they'll do anything possible to keep from paying you more, even fire you for doing a good job. I'm sorry to hear about that. Hopefully, you'll be able to find a better position.
This is one of those FMLs where the OP only lists some of the facts, so it's hard to make a fair judgement. Maybe OP is constantly late or misses work often, maybe her attitude is horrendous and it's hard to work with her? There could be other factors that are calculated to come up with a score of "Unsatisfactory". Just because her cake baking is good doesn't mean the other aspects of her work life are also good. Or maybe her bosses are just dicks and don't want to give her a raise.
OP replied saying that her boss claims it's because she doesn't meet the minimum production quantity for her dept. When she brought up that she usually works on specialty cakes (ie not simple easy quick to make ones) and that's why she makes less he blew it off.
Find a new job.
