Maybe she didn't notice. You could always say something, particularly if you were doing it because she was hot. "Excuse me, would you like a seat" or something would be fine and seem polite, not creepy.

I wouldn't be offended by that at all. Lots of times if people are young/healthy, they don't like to sit on buses. There are usually people who need the seats more.
