They knowingly broke the rules, and I doubt op would care if it didn't affect the business. I mean, if they kept it out of work how would op know?

Fellow non-American here, and thinking exactly the same thing! Seems like a weird rule to exist, and even if such rules exist, it seems even weirder to actually complain to HR about people dating or having sex or whatever. I'm happy not to work in such a place.
Get a damn good Lawyer that works on commission. Also have lawyer complain to the State Licensing Board for the Mental Health Division. Ask why said "professional " still has their license after having used a relationship to directly cause harm to your mental health. Describe relationship to Mental Health Division, if it is sexual in nature that is against the law. Sue and ask for your job back. HR screwed up BIG TIME. Doesn't feel like it, but you are actually in the drivers seat if you handle it right. Good luck.

Every time I was witness to things like that which were against company policy, I made an anonymous complaint in writing to both HR, the head of HR, and the head of the division or branch who was above the level of those who were doing wrong. Can't fire me if you don't know who I am, though I would sometimes get called in along with other people so they could try and root out the "troublemaker."
