In my culture it is supremely horrible to name a coming baby with the name of someone who has passed. It is said to instill the same fate upon that child as the diseased. The theory rang true in my mother's town when some lady's son drowned in a lake, she named her baby in his honor, and later on the baby drowned in a puddle. There were other cases as well, this is such bad Karma, i truly hope she doesnt actually do this.

That is just mean. If she was doing it in honor of your daughter and spoke to you and the father about it, that might be different but the way she went about it all is just not right.
