my mother in law used to do the same thing. So one day after giving him a bj i hugged her and kissed her on the cheek. then told her and after that day she stopped. but she used to do more than just baby him.

As someone whose mother treats me like I'm half my age I feel you OP. Try talking to your partner about it and see if they'll talk to their mother. If at all possible try avoiding all visits to her house altogether and don't let her over.
I live with her so it's kinda unavoidable
Tell her, in no uncertain terms that you don't appreciate her behavior and that she needs to BTFO. And ask your partner for advice as well.
