Reading this site and NotAlwaysWorking.com, I'm starting to think managers are employed based on their inability to do actual work and so are given position where they will not be required to do anything.

I feel for you OP. I have been in the situation where my boss was not only incompetent but also very lazy. She used to delegate everything she could, last in the office, first to go. But she was a good BSer and even better at taking credit for her team's hard work so the higher management thought she was doing a great job. I know how frustrating it is to see someone like that making more than you. Hopefully things will get better for you. It did for me when I found another job.
I believe you should be manager and her being the one to stock shelves
