OP here. Yes it was the same guy both times. The reason why I didn't call the police is because he didn't actually expose himself. He clearly knew that he was doing something wrong because he checked to see if we were watching. I asked two different managers what to do, and both failed to provide a satisfactory answer so I was left to my own devices. The first time I caught him I told him he wasn't allowed to do that. The second time I actually closed the browser and told him that this was the last time this was gonna happen.

I would have called the police and let them handle it. My brother has Down syndrome, he would never do something like this. When it comes to breaking the law, people with disabilities should be held to the same standard as everyone else.
Yes, just tell him. My brother has down syndrome too, and we needed to tell him that these kind of things aren't allowed, and he gets it now. They just need to hear what they can and can't do.
Yeah I can't say I know much about down syndrome, but with my limited experience I'm given to believe that they don't have much trouble understating social standards and propriety. I wonder if this man is just deliberately being a nuisance for his personal entertainment, knowing that many people would be reluctant to confront him due to his apparent disability.
In the US? I'd be afraid the cops would kill an individual with such a severe impairment. Trying to locate his caretaker would be priority.
