Do you know if they can release these alerts just to local areas? Statewide manhunt for an old person who can only walk two blocks may not always make sense. Releasing it to a specific area and saying there's an old person in your area missing might make more sense.

OP did say the middle of the night. Don't you think it's safe to assume that people are sleeping in the middle of the night? I think I'll be a safe bet like 80% of the time.
I don't know if you live there but California has several different alert systems depending on who is lost. It's going to get to the point where people just turn off the alerts on their phone. Just like that prop 65 warning label. When everything is a cancer hazard and you label it that way you're unable to evaluate the actual risk.
OP, most phones can be set as to what emergency alarms they notify you of. Check out your phone settings… OP, I agree that an alert in the middle of the night when you are sleeping for something that you cannot do anything to help at that time, and is not an urgent personal safety warning is unwarranted. And that’s why most phones can be set as to what emergency alarms go through.
