He actually probably did. This is Canada and if the crash is over $1000 dollars in damage, which sound like it was, it is an obligation to call them. On top of that, it would just be a good call in this case. The guy clearly admitted to being at fault, meaning he now has to pay for all of it, and he'll get a big fine and penalties on his license for distracted driving.

well if you're from Alberta it's a $1000 fine now. so if you're teacher is able to afford that and willing to pay he's a real moron. I'd rather go on a trip with that type of money.
Oh we definitely have them in Canada too. This is Manitoba, which has the stiffest "distracted driving law." You get 5 points off your license if caught, the less points you have, the higher the premium you have to pay in order to keep your license to drive. This means if you already have lots of "demerits," as we call them, you could have to pay $100-$3500 a year just for the ability to drive, or you can get your license taken away altogether. You also get a fine on the ticket, usually about $200.
