OP, if it comforts your mother and encourages her to brush regularly, it's a double-win; if it disturbs your mother and makes her avoid brushing, get her a manual brush. Either way, have compassion.
Umm it's spirt showing that they are their
Toothbrushes have a timer set to remind you when the 'usual' time has passed. They ALL stop for that reason (at least the better models). Glad your mom is brushing her teeth properly, but communicating with the afterlife? Not so much.
Ask her if it takes about 2 to 3 minutes for it to stop? Alas...she's done brushing her teeth. I will say this though--when my grandma died my mom went all kinds of bat freaking crazy. It was just her way of mourning. Maybe your mom can't let go yet. Lift her up anyways and support her. Eventually the madness will stop.
It may sound weird but some people believe in that stuff. I guess it makes them feel closer to their deceased loved one and is comforting. Like one time I could have sworn I could smell my late dog's ear cream(he had frequent ear infections) and although it wasn't a pleasant smell(then again, I don't think there were any nice smells you could associate with him or any dog) it still made me think of him and that was nice.

Who's she thinking of when the batteries die on her vibrator?
This sounds like the start of a bad horror movie...
