My dog nearly drowned in a pool, so pretty sure its quite possible. Good going on helping yor dog, OP, better safe than sorry!
Generally speaking it is advised that you don't go into water after your dogs though. Heard many a story in the news about people losing their lives trying to save their dog from rivers, seas, frozen lakes. The dog is usually fine.
OP also doesn't say that the phone and keys were in their hand. They only say that they put them down on the ground. If I thought my dog was drowning, I wouldn't have stopped to drop my phone and my keys. Wait a minute, boy! This phone is expensive. Let me just drop that right here. I wonder if I should take off my shoes...
But, as was all ready stated, OP didn't have to go very far out to get to the dog, and it's a lake thats probably not frozen if the dog is swimming in it.
60 - now i think youre looking too much into this. even so, that would take less than 2 seconds and wouldnt have made a differnce...
i mean, the op knew the dog was still getting air, they just thought they needed some assistance. if the dog was completly underwater and ACTUALLY drowning then id understand the op doing a mad dash into the water running and not caring about the phone at all, but the op was obviously not extremly seriously worried, they just thought something was up. so i dont nee why its so weird that they took 1 sec to lay the phone down...
#58 is right. Friend of mine almost drowned trying to untangle her dogs legs. But like pp said, op waded, not swam.

Yes, but your phone probably has a tracker on it, and can be reported to the police. Unless the guy keeps the phone turned off indefinitely or disables the tracker, he's basically screwed.
