I used to have the same issue turns out it was a combination of dry skin and not wearing shoes around the house ,caused my body to build up an unusual amount of static electricity. If your Dad wears shoes it'll prevent the socks from building up static electricity and if he lotions his skin, because dry skin holds more static charge then moisturized skin.
Give him affectionate rubbings with drying sheets and moisturizers. Don't forget to slather copious amounts of lip balm before you give him kisses. He'll love it!
